Fail-closed rule: PhazTrack still requires the real tracker manufacturer/model/IMEI/serial/firmware/protocol plus genuine telemetry and a physical road test. TimaLink still requires the real NVR/camera/automation device, an approved API/SDK/ONVIF connector and genuine device acknowledgement. This preflight cannot satisfy those gates.
